NEWS RELEASE 25 November 2020 New walk-through COVID-19 local testing centre in Kings Lynn   A new COVID-19 local testing centre opened in Kings Lynn on Saturday, November 21 at the Alive Lynnsport Overflow Car Park. Designed to make testing more accessible for the local community, the local appointment only test centre is aimed at those who may only be able to access a test centre by walking locally. This new test centre comes as part of the Government’s UK-wide drive to continue to improve the accessibility of Coronavirus testing for local communities. Residents must wear a face covering to attend the local testing centre or access may be declined. If you have Covid symptoms or are at high risk, appointments can be booked online through nhs.uk/coronavirus or by calling 119; residents will then receive confirmation of their booking and instructions on the next steps. On arrival at the walk-through centre residents will be asked to present the QR code from their booking confirmation email, which will be linked to their test kit barcode. Once the test is complete residents can leave the centre and await the results, which will be received by text or email within 48hrs. The new centre is situated so it is easily accessible without a car. Those being tested will be required to follow public health measures, including social distancing, not travelling by taxi or public transport and wearing a face covering until their test and then after, including while travelling to and from the testing centre.   The walk-through centre is not a drive-through. Parking will be available locally; you can travel by car and then walk into the centre. Once you have had your test you are advised to go home and isolate until you receive your result.   Anyone attending an appointment at the walk-through testing centre will be provided with guidance on getting to and from the testing centre safely, with additional support for vulnerable groups and people with disabilities.   Cllr Stuart Dark, MBE, Borough Council of King’s Lynn & West Norfolk Cabinet Member for Environmental Services and Public Protection said: “The Borough Council has been working closely behind the scenes with public health over several weeks to identify and develop this site to make it ready.   We are really pleased that we have now reached the point that it is open and West Norfolk has its own static site capable of delivering a larger number of tests.” Andrew Proctor, Norfolk County Council leader and Chair of the Local Engagement Board said: “Access to a COVID-19 local test centre is a vital part of county-wide efforts to control the spread of Coronavirus, so we’re delighted that to have the new COVID-19 Kings Lynn Walk-through Testing Centre at Alive Lynnsport Overflow Car Park. “We are pleased to have found a location which is accessible for those who live nearby to walk to. The new facility will give residents a longer-term option for getting tested in Kings Lynn.” The new local testing centre will be open 8am – 8pm every day. Police Connect have issued warning of this scam for penalty charge notices

Residents have noted several instances of motorbikes being ridden along the river banks, this can cause unseen damage to the river bank’s integrity and increase the risk of a breach with the untold devastation that would entail.

Please refrain from riding motorbikes on the riverbanks for the safety of everyone.

I am just writing to inform you that we will be carrying out tidal working at the Islington Pumping Station site for the next month on the outfall structure piling and excavation.

This will necessitate us beginning work later in the day and will result in our working day finishing early evening. We shall of course endeavour to finish as early as possible in the evenings. This should hopefully have minimal impact on the local residents.

All impact hammer works will be limited as much as possible and we have employed a ‘silent piler’ to carry out the work (as pictured) – this uses a hydraulic press to install the piles and therefore noise and vibration should be virtually undetectable.

Again, we will do everything within our power to ensure that these works cause minimum disruption to the local community.  I have sent a post out on the Next Door site advising everyone of the works and thanking them all for their continued support, as well as apologising for any inconvenience caused.

Work on site is continuing to progress well

Anglian Water require the road to be closed from Monday 25^th May to Friday 29^th May.  The road will be re-opened on Saturday 30^th and Sunday 31^st May but will then regrettably need to be closed again by Balfour Beatty from Monday 1^st June until Wednesday 9^th September.

These road closures have obviously been agreed with Norfolk County Council but we would like to express our sincere regret for any inconvenience this course of action will cause.

NORFOLK COUNTY COUNCIL has made a Temporary Traffic Order affecting the Eau Brink Road from a point 800 metres north of its junction with the Sluice Road for a distance of 20 metres northwards in the PARISH OF WIGGENHALL ST GERMANS because of Anglian Water works for a new connection.

The road will be temporarily closed (except for access) from 25^th May 2020 to 29^th May 2020 for the duration of the works, expected to be 5 days within the period.

Alternative route is via: Eau Brink Road, Sluice Road, The Avenue, High Road, Islington Road, Lynn Road, Pullover Road, A47 From J A17 To Roundabout At Tilney All Saints (Tilney St. Lawrence/ Tilney All Saints/ Wiggenhall St. Germans).

(If necessary the restriction could run for a maximum period of 18 months from the date of the Order).

Penalty: £1000 maximum fine on conviction and/or endorsement for contravention.

In the event of the start date being delayed the new start date will be displayed on site in advance.

I am writing to let you know that Norfolk County Council has made the decision today to re-open eight of its larger recycling centres on Monday 11 May. This follows the Government’s updated guidance issued on Tuesday by Defra (Department of environment, food and rural affairs) which advised that local authorities should seek to retain access to HWRC services for their residents to dispose of waste.

 The sites we are reopening are Dereham, Thetford, Caister, Ketteringham, Mile Cross, King’s Lynn, Mayton Wood and Hempton Recycling Centres.  

 All twenty of Norfolk’s recycling centres have been closed since 25 March 2020 when the Government restricted travel outside the home to limited essential purposes. The guidance issued by Government this week states that householders should only take waste to a HWRC if it cannot be stored safely at home and no alternative disposal options are available. So we are asking residents to only make a trip to a site if their waste and recycling is posing a risk to their health and safety.

To manage demand and help ensure safe operations the centres will offer a restricted service and:

• Require social distancing of two metres by all customers.
• Operate on a managed one in one out basis for cars.
• Only allow two adults out of a car to unload their waste.
• Assistance will not be offered to help empty cars.
• Be aimed at cars and car derived vans only to manage demand on the service.
• Provide for the disposal and recycling of the main waste streams including green waste, general waste and charged for DIY type construction and demolition waste.

Frequently Asked Questions

 Why are we only allowing cars and car derived vans on site in the first instance?

Until we are sure we can manage demand for the volumes of waste people may bring to site, we are limiting the service to cars and car derived vans only. This helps us to manage a quick turn around on site where we have a limited capacity for vehicles. Once we are confident the operations are running smoothly, we will be able to let larger vehicles and trailers into the sites.

 Why haven’t we opened all sites?

We have re-opened eight of our largest recycling centres so that householders can dispose of waste and recycling that may have built up at home and has started to pose a health and safety risk.

We have started with these eight key locations so that we can manage demand and deal with any difficulties that may arise. Our number one priority is to protect the health and safety of our customers, staff and the wider community and we have moved workers from our smaller sites to help us deliver the best possible service in these unprecedented times.

We are grateful to our customers for only using the service if the visit is essential and they cannot store their waste safely at home. Once we are confident the first eight sites are operating smoothly under our new arrangements, we will look at opening more centres across the county and offering our trade waste service when we are confident we can manage demand.

Why have you decided to open now?

Recent Government guidance has helped clarify the service we can offer and we are aware that with sites closed for six weeks householders may now need help to deal with the build-up of waste where it has started to pose a risk.

 What measures are we taking to protect the health and safety of our customers, staff and the wider community?

Social distancing of 2m and a strict cleaning regime will be in place at all sites. We have limited the number of vehicles allowed into each site at any one time, to give each vehicle enough space to safely empty their waste. We ask that residents only bring waste they can remove from their vehicle and deposit in the containers themselves, as staff will not be able to assist.  What type of waste and recycling are we accepting?

We are offering as full a service as is possible at this time.  We expect that the only materials we won’t be able to take are textiles, items for reuse and old-style box televisions at Mile Cross. We will be constantly reviewing what we can accept based on whether reprocessors are able to take the waste after it is delivered to our sites.

When is the best time to visit the centre?

We expect the busiest times of day to be first thing in the morning. The sites will be open 9am-5pm, please consider a later visit.

What should people do with their waste and recycling if they are not allowed on site e.g. trade waste?

We will re-open our trade waste service as soon as we are confident the sites can manage the amount of waste and recycling brought in by householders. The sites are provided primarily for Norfolk residents to dispose of their own household waste and this remains our priority. Until then traders who are undertaking work at this time may need to consider a reputable private company that can offer a waste service that meets their needs.
